Oracle Fusion Migrates from x86 to Ampere Processors for a More Sustainable Solution

INTRODUCTION

Oracle Fusion Cloud Applications (OFA), a cloud-native, standards-based suite, is strategically adopting Ampere processors within Oracle Cloud Infrastructure (OCI). As OCI rapidly scales, optimizing efficiency, price-performance, and sustainability for OFA's critical enterprise workloads becomes paramount. Ampere processors, with their high core counts, robust memory bandwidth, and power-efficient architecture, enable OCI to host more OFA instances per server, ensuring predictable SLAs and optimal resource utilization. Oracle’s Enterprise Performance Pack (EPP) further streamlines this transition, allowing OFA to run on modern JDK17 VMs without code changes. With Fusion applications already running on Ampere in OCI and a strategic plan for fleet-wide conversion, Ampere is becoming OCI’s solution for a sustainable cloud. This delivers enhanced throughput, scalability, and environmental alignment for OFA users.

COMPANY DESCRIPTION

Oracle Cloud Infrastructure (OCI) and Oracle Fusion Cloud Applications deliver an integrated cloud platform combining high-performance, flexible compute with a comprehensive suite of enterprise applications. OCI provides fast, cost-effective compute—bare-metal, VMs, containers, and serverless functions—to support diverse workloads. Built on Oracle Fusion Middleware and open standards, Fusion Cloud Applications are modular, service-oriented apps that unify supply chain, human capital, finance, risk and governance, and customer experience on a single technology stack. With embedded business intelligence, activity monitoring, and multi-channel interfaces, the combined offering helps organizations innovate, scale, and streamline operations.

Challenge

Oracle faced the significant challenge of providing flexible, right-sized compute resources (cores, memory, and storage) for its 14,000+ Fusion customers, who span diverse industries like healthcare, gaming, and finance. With hundreds of features released quarterly, maintaining scalable, secure, and cost-effective SaaS operations is paramount. Concurrently, hardware partners must deliver high-performance, cost-effective servers that offer architectural choices to avoid vendor lock-in and ensure procurement flexibility. Given Fusion's immense codebase and operational scale, minimizing total cost of ownership and power consumption remains a critical objective.

Solution

Oracle adopted Ampere-based compute instances in Oracle Cloud Infrastructure to increase core density without raising power consumption, achieving a strong balance of power, performance, and efficiency. Porting Oracle’s first‑party applications and applying Java optimizations—notably JDK8 with the Enterprise Performance Pack—reduced memory footprint and improved performance, lowering operating expenditures without degrading service. The move expanded OCI options for developers and customers, supporting flexible, scalable, price‑performance–oriented cloud-native development. To meet rising demand for power-efficient, sustainable scaling, Oracle migrated databases, Fusion applications, and many OCI services from x86 to Ampere servers.

Benefits

By running Oracle Fusion applications, Database services, and other OCI workloads on Ampere processors—combined with Java tuning and Oracle’s Enterprise Performance Pack—Oracle reports substantial TCO reductions, significant power savings, and consistent performance gains. The Fusion ecosystem (Java plus C, Python, and other workloads) maintained thread parity by mapping two Ampere cores per x86 core, simplifying capacity planning. Migration was straightforward and produced stable enhancements, enabling a clear roadmap to convert most of the fleet. Ampere’s efficiency and price‑performance support OCI’s objectives for scalable, more sustainable cloud infrastructure.
